Επιχειρήματα υπέρ της Δημοκρατίας


Η καλοκαιρινή λίστα των βιβλίων που ήθελα να διαβάσω ήτανε αρκετά μεγάλη. Μεταξύ των άλλων ξεχώρισα όμως το Arguments for Democracy του Βρετανού (πρώην) πολιτικού Tony Benn.

Ο οξυδερκής Tony Benn του Εργατικού Κόμματος παραθέτει ομιλίες, άρθρα και διαλέξεις που είχε δώσει κατά καιρούς καλύπτοντας ένα πολύ ευρύ φάσμα θεμάτων (πολιτική, ΜΜΕ, τεχνολογία, ασφάλεια κλπ), υπέρ της Δημοκρατίας και πως αυτή μπορεί να επιτευχθεί και να λύσει σημερινά προβλήματα. Όποιος έχει διαβάσει τα ημερολόγιά του ξέρει λίγο πολύ τι να περιμένει. Αν και γραμμένο το 1980, όταν η Θάτσερ είχε πάρει την διακυβέρνηση της Μ.Β., πολλές από τις ιδέες του Benn είναι ακόμα επίκαιρες.

Μοναδικό ψεγάδι του βιβλίου είναι ότι θέτει τις δημοκρατικές αντιλήψεις μέσα σε σοσιαλιστικά πλαίσια· κατά τη γνώμη μου θα έπρεπε να την απογυμνώσει από όλα τα οικονομικοκοινωνικά συστήματα και να αναλύσει τα επιχειρήματά του μακρυά απο προκαταλήψεις και δογματισμούς. Βέβαια αυτό είναι αναμενόμενο καθώς οι εργατικοί και ο ίδιος ο Benn είναι σοσιαλιστές.

If we look at the democratic tradition we find that, in Britain, the idea of democracy is based not upon the sovereignty of Parliament, let alone the sovereignty of government, but upon the sovereignty of the people as a whole, who have a moral right to govern themselves. By exercising their vote, they lend their sovereign powers to members of Parliament, to be used on their behalf for the duration of a single Parliament. These powers must be returned intact to the electorate, to whom they belong, to lend again to another Parliament at a subsequent election. That is the basis upon which the democratic argument rests. It means that every man and woman over the age of eighteen is entitled to vote for his or her representative in Parliament. It means that the consent of Parliament is required before any Act can be passed laying down new laws or imposing new taxation. It means that members of the Parliament must be able to change the law, armed with the power they have from the people, and it must mean that ministers or civil servants can only act under the law and they are accountable to Parliament for everything they do and hence through Parliament to the electors as a whole. The final safeguard, and in some ways the most important aspect of democracy, is its destructive role: in the end the people can dismiss ministers without bloodshed, and replace them by others. From a minister's point of view, there is some advantage in being removed peacefully rather than being removed by bloodshed. It is ultimately the destructive power of democracy that gives it its vitality, because ministers who know they can be dismissed are obliged to listen; in this way the capacity to dismiss changes the relationship between those who govern and those who are governed.

είναι ένα λαμπρό δείγμα της οξυδέρκειας του Benn. Και ναι, προτίθεται ως απάντηση σε όσους θεωρούνε τη βία τη μόνη διέξοδο για τις αυθαιρεσίες της κυβέρνησης.

Και παρακάτω

At the moment there is a 'Five Mile Act' under which, if a point of view does not fit into the consensus, then it is isolated. When it is granted access to the public it is ususally only for the purpose of ridicule, or when it is carefully dressed in words like 'left wing', 'Marxist' or 'extremist' to indicate that there is not to be taken seriously. As a result the public find it hard to understand what is happening. When people do not understand, they become frightened and more receptive to an authoritarian solution.

(η έμφαση είναι πάλι δικιά μου) Αν στην Ελλάδα του 2011 αντικαταστήσουμε τις λέξεις 'left wing', 'Marxist' και 'extremist' με τις 'φιλελεύθερος', 'νεοφιλελεύθερος', και 'καπιταλισμός' το απόσπασμα του Benn θα ταίριαζε γάντι στη σημερινή Ελλάδα.

Και ακόμα ένα για να μη σας κουράζω

The mass media are immensely powerful in every country, and have largely replaced the role of the churches as the main instruments by which people receive their values. In the old days the priest climbed into his pulpit every Sunday and told us what we should think; now we have a pundit on every television channel every day who tells us what is acceptable to the establishment of the country in which he or she is performing. In the Soviet Union of course the press is state-controlled. In Britain the press is owned mainly by seven multinational corporations or wealthy families. They own most local papers as well, and what they say is virtually identical, with one or two exceptions.

Φυσικά όταν γράφτηκε το βιβλίο δεν υπήρχε το διαδίκτυο, παρά μόνο τηλεόραση, ραδιόφωνο και τύπος. Σήμερα τα πράγματα είναι σίγουρα διαφορετικά, αλλά η τηλεόραση και τα παραδοσιακά ΜΜΕ συνεχίζουνε ακόμα να παίζουνε μεγάλο ρόλο στην καθοδήγηση των πολιτών, κυρίως των μεγαλύτερων ηλικιών.
